Actually, things are getting worse in Illinois. The concealed carry bill stipulates the local municipalities can pass their own laws concerning firearms requirements and restrictions for up to 10 days after the bill is signed, and preemption does not overrule. The town I'm in just passed a very similar measure to Diane Feinstein's bill. The have a handgun ban on the books that's been in affect for awhile. They just banned every possible item that makes a semi auto rifle a semi auto rifle, without banning the rifle. There is no way for nonresidents (read: active duty military spouses) to comply without confiscation. You can't even transfer. It's illegal. Law suit is coming.
